The Ninth Development Plan is a continuation of the developmental approach adopted by the Kingdom throughout the past four decades: the plan sets out investment of US$ 385 billion between 2010 and 2014 in social and economic infrastructure.

Economic Resources Development This sector includes agriculture, water, electricity, mineral resources, industry, tourism and general economic services. The Ninth Development Plan aims to spend about SR 227.6 billion for the development of this sector.

Transport and Communications Sector The Ninth Development Plan aims to spend about SR 111.1 billion on development of this sector.

Municipal Services and Housing Sector The Ninth Development Plan aims to spend about SR 100.5 billion on the development of municipal and housing services.

Social Development and Health The Ninth Development Plan aims at spending around SR 273.9 billion on social and health development

Education and Training It is planned, during the Ninth Development Plan, to spend about SR 731.5 billion in this sector

H.E. Dr Saleh Al-Awaji, Deputy Minister for Electricity, Ministry of Water and Electricity, Saudi Arabia

Dr Saleh Alawaji has been the Deputy Minister for Electricity, Saudi Arabia since 2003. In 1982, he started his career in Saudi Arabian Standard Organization, and worked in this field for about 10 years. He moved to R&D in the area of Energy. He also worked in this field for about 10 years, the last 3 years of which he was the Director of the Energy Research Institute in King Abdulaziz City Science and Technology, and promoted to the rank of research professor. He is the Chairman of Board of Saudi Electricity Company. Dr Alawaji holds a Ph.D. in Electrical Engineering (Power Systems) from Strathclyde University, Glasgow, UK.

His Excellency is a leading figure in Engineering in the Kingdom. He has close to 100 scientific papers and four books in the areas of structural engineering. He is an authority in many branches including properties and durability of concrete, safety assessment of existing structures, construction management, crises management, crowd dynamics monitoring and control. Mark Lemmon, Chief Executive Officer, MENA Infrastructure Fund, United Arab Emirates

MENA Infrastructure Fund was established in September 2007 and to date has made investments in a container port operation in Egypt and in a power plant company (an IPP) in Oman. Mark was previously Deputy Chief Executive of HSBC’s global Project and Export finance business, responsible for growing that business over recent years to its current pre-eminent position in infrastructure and energy finance. Mark is a construction and projects lawyer. He has over nineteen years' experience of advising on the legal aspects of construction projects, and since 2004 has been based in Dubai. H.E. Dr Abdullah M. Al Shehri, Governor, Electricity & Co-Generation Regulatory Authority, Saudi Arabia

H.E. Dr Abdullah Al Shehri is the Governor for Regulatory Affairs of The Electricity & Cogeneration Regulatory Authority (ECRA). He is an ex-Member of the Shura Council of the Kingdom. He is a Professor of Electrical Engineering and ex-Dean of Graduate Studies and Scientific Research at King Fahd University of Petroleum & Mineral. He received his Ph.D. from Oregon State University, USA, in 1985, in the area of power systems. He was the principal investigator of several studies in the fields of Power System Analysis, Electric Energy Conservation, Power Quality, Renewable Energy and Co-generation. He has published more than 80 papers and articles in international and local scientific journals and conference proceedings.

Dr Amer Al Swaha, Head of IPP Programme, Saudi Electricity Company, Saudi Arabia

Dr Al Swaha has been the Head of the Saudi Electricity Company’s (SEC) Independent Power Producers Program since 2007, and reports to the President and CEO of the SEC, the Kingdom’s electricity provider. Dr Al Swaha has been with the company since 1981, when he started as a Senior Engineer. He then held a number of roles until his promotion to Senior Vice-President in 2002. He has worked in the areas of system planning, system operations, support services and various corporate management positions. By profession, Dr Al Swaha is an Electrical Engineer and a Member of IEEE, and received his PhD in 1977 from the University of Manchester, UK.

Mr. Jankel is the Middle East Director for Hatch Infrastructure. He has over 30 years of experience in the water sector in positions such as; COO of a regional water utility company in the USA, CEO of Aqualyng, a global desalination project development company in the UAE and as the founding CEO of the Middle East Desalination Research Center in Oman. He has over 15 years direct experience throughout the Middle East region. Mr. Jankel earned a BA from Rutgers University and his MPA from Harvard University.

Khaled Al-Aboodi, Chief Executive Officer, Islamic Corporation for the Development of the Private Sector, Saudi Arabia

Mr. Khaled Mohammed Al-Aboodi has over 25 years of experience, having served at the economic and finance industry in the Middle East and the United States. In 1995 he was moved to Washington D.C. to serve as an Advisor at the Saudi Representative Office at the World Bank. He is the Vice Chairman of Injazat Technology Fund and Injazat Technology Fund E.C. He serves as a Director of International Leasing & Investment Co. He is also the Chairman of the Board of the International Islamic Rating Agency established in Bahrain. He has done a Bachelor’s in Economics from King Saud University in Riyadh in 1982, and a Master’s in Economics from the University of North Eastern in Boston in 1987.

Dr Jarmo Kotilaine, Chief Economist, National Commercial Bank, Saudi Arabia

Jarmo Kotilaine joined the National Commercial Bank (NCB) of Saudi Arabia as its Chief Economist in November 2010. Prior to that, since 2008, he had served as Chief Economist of NCB Capital, the investment arm of the NCB Group. Dr Kotilaine previously worked for a number of years as an economic and financial consultant with a primary focus on emerging markets. He advised the Spanish stock exchange, Bolsas y Mercados Españoles (BME), headed the financial services consultancy of Oxford Analytica, a global strategic consultancy firm, and subsequently of Control Risks Group (CRG), a London-based international business risk consultancy.

Abdulhadi Al Mureeh, Managing Director, National Solar Systems, Saudi Arabia

As Managing Director of National Solar Systems (NSS), Mr Al Mureeh has delivered the installation and operational management of Saudi Arabia’s first large scale solar park, which was completed in May 2010 and marks the first time that clean power has flowed into the Kingdom’s national grid. Prior to joining NSS, Mr Al Mureeh held several managerial and executive posts with Saudi Aramco, including Company Representative and Projects Director for the Rabigh Refining and Petrochemical Complex (PETRORABIGH).

Dr. Fahmie obtained his Bachelors in Civil Engineering and Masters in Construction Management from the University of New Mexico – Albuquerque, NM, USA. He completed his PhD degree in Construction Management in1995 from University of Florida – Gainesville, FL, USA. Dr. Marwan has held many senior positions at the Municipality of Al Madinah Al Mounawwarah from 1983 to 2000. He was then appointed as the Director of Madinah Central District Development’s Executive Committee from 2000 to 2006.
