The Portuguese National Regulatory Authority (ANACOM) was one of the first European regulators to address the political dimensions of broadband accessibility. Portugal already has plenty of fiber networks whose real economic and financial performance depend on the demand side, which means the implementation of successful business models. This presentation will cover the approach taken to develop ubiquitous competitive broadband service through both fixed and wireless technologies (FTTH and LTE) whilst drawing out the rationale for independence of policy, regulation and ownership.
