H.E. Charbel Nahhas
Minister for Telecommunications, LEBANON

Dr. Nahas was appointed as the minister of telecommunications in 2009. Dr Nahas is a leading economist, the author of many publications and studies on the Lebanese economy, and has acted as an expert for a number of state institutions, as well as many international organisations, including the World Bank and the United Nations. He was also a professor at the Lebanese University for 12 years, where he headed the Civil Engineering Department. In his discussion, Dr. Nahas will focus on how Lebanon's telecoms sector will be developing including a timeline update on privatisation and broadband implementation.
H.E. Marwan Juma
Minister for ICT, JORDAN

Marwan Juma was appointed as the ICT minister in late 2009. He has held a number of prominent positions in the past including the CEO of Batelco Jordan. Marwan also serves on several prominent boards including the Jordanian Hashemite Fund for Human Development and the King Abdullah Award for Excellence in Government Performance and Transparency. Holder of a Masters degree and two Bachelor degrees in Business Management and Economics, he has been an active player in Jordan's IT sector since 1990. During the conference, Marwan will showcase how Jordan has established a world-class telecom infrastructure through increased private-public partnerships to further enhance competition and accelerate the country's modernisation and economic development.
H.E. Dr. Mashhour Abudaka
Minister for ICT, PALESTINE

After completing a PhD in engineering in 1989, Dr Abudaka worked for 5 years as a postdoctoral researcher at the University College London and Imperial College. In November 1994 he decided to relocate to Palestine and was appointed as Assistant Professor of Engineering at Birzeit University, West Bank. Dr. Abudaka was appointed minister of transport in 2007 and ICT minister in 2009. From January 2001 to March 2005 he was the Executive Director of Palestinian IT Association of Companies PITA, ICT private sector business association. Dr Abudaka has had several articles published in science and technology journals including many articles on ICT development.
H.E. Dr. Imad Al Sabouni
Minister of Communications, SYRIA 

Born in 1964 in Damascus, Syria, Dr. Sabouni obtained his PhD from France in 1992. In 2003, he moved to the Syrian Telecommunications Establishment (STE) as General Manager where he started an ambitious restructuring program. From 2002 to 2004, he was an active member of the Syrian ICT Strategy Taskforce and participated in the formulation of the National ICT Strategy for Syria, in collaboration with the UNDP and the European Commission. After his term at the STE in 2006, he moved back to Damascus University and became advisor to the Minister of Communications and Technology, Syria. Dr. Sabouni is also a member of the Syrian Computer Society (SCS) where he became Deputy Chairman in 2003. His major domains of interest include ICT policies and strategies, multilinguism, and Arabic content creation.
Dr. Imad Hoballah
Acting Chairman & Chief Executive Officer, TRA, Lebanon

Prior to his appointment Dr. Hoballah was the Chief Executive Officer of Omnix Media Networks. Previously, he has held a number of executive positions at Lucent Technologies and AT&T Bell Laboratories gaining extensive experience in the field. These include appointments as Executive Sales Director (Africa & Levant), Chief Operating Officer (COO), Executive Vice President for Services & Program Management, MEA Region. Dr. Hoballah currently serves as a Vice Chairman of the Arab Spectrum Management Group (ASMG) and, as such, has been actively involved in the group's work to coordinate issues related to the spectrum management field. Dr. Hoballah received a Ph.D. in Electrical Engineering/Communications in 1986.
Carlo Maria Rossotto
Regional Coordinator, Global ICT Department, MENA, WORLD BANK, USA

Since joining the World Bank in 1998, Brian has worked on telecommunications reform and ICT issues in over 20 developing countries. He is currently leading the policy dialogue on telecommunications reform in several countries in the Middle-East, North-Africa and East Asia-Pacific regions. Previously, Carlo has advised leading European telecommunications operators on regulatory affairs and corporate strategy. He has also coordinated research projects within the European Union Fourth Framework Programme for Research, Development and Technology.
Mr. Ghassan Hasbani
CEO International Operations, STC, Saudi Arabia

Mr. Hasbani is the Chief Executive Officer of the International Operations group of Saudi Telecom Company (STC). He joined STC from the global management consulting firm Booz & Company, where he led the firm’s Middle East Communications and Technology practice. Mr. Hasbani has more than 16 years of experience with telecom operators in the Middle East, Asia, Europe, and Africa. He brings a wide spectrum of capabilities covering all aspects of the telecommunications industry including investment strategies, mergers and acquisitions, post merger integration, marketing, product and service development, organizational restructuring and governance, technology plans, retail and distribution, channel strategy and management, customer care, business development and CFO and CEO agendas.

Mr. Hasbani has worked with leading organizations in the telecommunication and technology industries, including Nortel Networks and Cable & Wireless, and spent the past ten years operating in the Middle East Region. In addition to the Middle East, his global experience includes markets such as Europe, South East Asia, Africa and Latin America.

Mr. Hasbani holds a Masters of Business Administration from Hull University in the UK and a Bachelor of Engineering with first class honors from the University of Westminster in the UK. Mr. Hasbani is also a Chartered engineer and a member of the Institution of Engineering and Technology (IET) in the U.K.
Yung-Kuen Ha
Deputy Director General, OFFICE OF THE TELECOMMUNICATIONS AUTHORITY, Hong Kong

Ha has been the Deputy Director-General since August 2006. Between 2003 and 2006, he was the Assistant Director (Regulatory Affairs) of OFTA, overseeing the regulation and licensing of public telecommunications services in Hong Kong. As a veteran telecommunications expert, he has been playing a pivotal role in formulating and executing telecommunications regulatory policies. Since 1997, he has been a member of the senior management of OFTA and has headed OFTA's Support Branch and Regulatory Affairs Branch.
Joël MAU
Director of Broadband, ARCEP, France

In 1988, Joel was assigned to France Telecom where he occupied a variety of technical and managerial positions in areas as diverse as video coding standardisation (MPEG2-MPEG4), Internet intermediation platforms (with Wanadoo, the France Telecom ISP), the migration from classic telephony to Voice over IP as the head of a R&D laboratory, and the carrier's fixed network development strategy, as the Director of development and support networks engineering. Since December 2009, the French national regulation Authority, ARCEP, has appointed him as Director of the Broadband, ultra-fast broadband markets and local authorities relations department.
Sang Yong HA,
Director of Convergence, Infrastructure Planning Department, NATIONAL INFORMATION SOCIETY AGENCY, Korea

Since its establishment in 1987, NIA sowed the first seeds in an information barren land starting with the construction of the National Basic Systems (NBIS) and has for the past 18 years been at the centre of pioneering efforts in achieving 'IT and Knowledge Information PowerKorea'. As the agency responsible for the overall implementation and support of the information of the national and society, NIA has built upon the knowledge and expertise accumulated over the years, to bring new opportunities and possibilities offered by information technology to the nation and society by providing optimal methodologies and solutions to national agencies, local autonomies and public enterprises.
Brian Webb
Head of Internet Customer Security & Specialist Services, BT SECURITY, UK

Brian is responsible for BT's Internet acceptable use policy and its enforcement for BT's 4 million plus customer base across BT's Internet access products. Within BT Brian works as part of its child Internet safety steering group and the corporate responsibility group on social impacts of the Internet. He represents BT on the board of Family Online Safety Institute, the funding council of the Internet Watch Foundation and on the UK Council for Child Internet Safety public awareness committee. Brian is also the operational security lead for BT's 30,000 international business travellers; he has spearheaded a proactive approach to travel security, oversees all deployments to high risk locations and leads crisis management. Prior to his current role Brian was Head of Incident Management Operations, BT Security where he was responsible for 24/7/365 incident monitoring & handling operations, security incident reporting, management of crime issues, revenue crime operations, intelligence and due diligence functions.
