The terrorist attacks in tokyo (1995), New York (2001), Madrid (2004) and London (2005) have proven international cities and capitals to be a target for terrorists, the first two attacks demonstrating that terrorists are willing and capable of using Chemical, Biological, Radiological or Nuclear (CBRN) means of attack.

The REACT program has been commissioned by the City of The Hague to protect the international zone, which is home to OPCW, the International Criminal Court, Europol and the Peace Palace against the threat of CBRNe terrorism.
